Dr. Quy Nguyen, OD, Senior Director of VSP Doctor Relations

Quy Nguyen is a senior healthcare executive and optometric industry leader with a 360-degree background spanning clinical practice, academia, and industry. Trained as an optometrist, Quy began his career delivering patient-centered eye care in hospital and private practice ophthalmology settings. Transitioning into leadership roles in higher education, he secured state grant funding to expand health professions pipeline programs, strengthening diversity and workforce development, and designed comprehensive career development initiatives for students, residents, and early-career professionals. Now in industry, Quy leads strategic initiatives focused on elevating optometrists and optometry students, ensuring meaningful support across every stage of the professional journey.

Dr. Justin Manning, OD, MPH, FAAO, PECAA Chief Member Experience Officer

Justin Manning, OD, MPH, FAAO, is the Chief Member Experience Officer at PECAA, leading member education, business advisory services, events and the cold start program. He hosts the Practice Advantage podcast, contributes regularly to the Review of Optometric Business, and is a national and international speaker on relevant health and leadership topics. Previously, he founded The Keratoconus and Scleral Lens Institute and eyeLeader, a consulting firm. Dr. Manning holds a Doctor of Optometry from The Ohio State University, a Master of Public Health, and a graduate certificate in Customer Experience.

Dr. Pamela Riedy, Senior Vice President - Healthcare Services, Visionworks

Pamela Riedy leads Visionworks’ Clinical Department, supporting 1,100+ affiliated ODs and 1,300 clinical specialists across 750+ locations. With 30+ years in healthcare and 20 years in eyecare, she brings expertise in clinical strategy, operations, change management, training, recruiting and retention, and digital innovation. She holds degrees from the University of Missouri, Webster University, and Nova Southeastern University.

Dr. Kevin Hong, OD, Clinical Programs Lead, Visionworks

Kevin Hong serves as Clinical Programs Lead for Visionworks, supporting initiatives focused on clinical innovation, doctor experience, recruitment, and telehealth. Since graduating from the University of Missouri-St. Louis College of Optometry in 2013, he has worked in private practice, served as a managing doctor in corporate optometry, owned and operated his own private practice, and provided telehealth services. Drawing from experience across multiple practice modalities, Dr. Hong enjoys mentoring future optometrists and helping students navigate the many career paths available within the profession.

Dr. Jessica Wilcox, OD, Director of Clinical Programs, Visionworks

Dr. Jessica Wilcox graduated from Pacific University College of Optometry in 2005 and has built a diverse career in optometry, practicing in a variety of settings including private practice, group practice, and retail optometry. Her broad clinical experience has provided a well-rounded perspective on patient care, practice operations, and provider support. Dr. Wilcox has been with Visionworks for six years and has held several progressive leadership roles within the organization. She began as a Telehealth Optometrist, advanced to Lead Telehealth Optometrist, and currently serves as Director of Clinical Programs, a role she has held for nearly two years. In her current position, she partners with clinical and operational teams to support doctors, drive practice excellence, and enhance the patient and provider experience across the organization.

Dr. Lee Gilmore, OD, Clinical Director, Visionworks

Lee Gilmore graduated from the University of Missouri–St. Louis (UMSL) College of Optometry in 2001 and has spent more than 20 years caring for patients in a clinical setting. Throughout his career, he has worked primarily in retail optometry, gaining extensive experience in both patient care and practice operations. Dr. Gilmore has been with Visionworks for nearly six years and has held several key roles, including On-Site Optometrist, Telehealth Optometrist, EHR Trainer and Sustainment Lead, and currently Clinical Director, a position he has held for almost three years. His broad experience, operational expertise, and commitment to supporting doctors and patients alike have made him a respected leader within the organization.

Dr. Timothy Fries, OD, MBA, MPH, FAAO, Senior Director of Clinical and Professional Affairs for VSP Ventures

Dr. Timothy Fries, OD, MBA, MPH, FAAO, is Senior Director of Clinical and Professional Affairs for VSP Ventures, providing clinical leadership for more than 200 practices and 350 optometrists. He also teaches optometric business, healthcare policy, and practice management at The Ohio State University College of Optometry. A graduate of The Ohio State University, the University of Illinois, and the University of Minnesota, Dr. Fries is a Past President of the Ohio Optometric Association with expertise in clinical quality, professional development, healthcare leadership, value-based care, and health policy.

Dr. Tom Determan, O.D., VP of Professional Affairs at EyeMart Express

Tom Determan grew up in South Dakota. He graduated from Southern California College of Optometry in 1987 and then did a residency in Ocular Disease and Low Vision at the VA Downtown Los Angeles. In 1991, he moved to Yuma and joined Dr. Spencer in 1993 at Yuma Vision Center where he practiced until he sold his practice to Eyemart Express in 2025. Dr Determan opened three Eyemart Express locations in Tucson in 2021 and 2022. In 2025 he sold Yuma Vision Center to Eyemart Express and continues to manage the Clinics in Yuma, Tucson and recently Sierra Vista as they transition ownership to one of his Associate Doctors.

Stevie Williams is a seasoned Talent Acquisition professional with an 11-year tenure at VSP^®, where she has been a foundational member of the recruitment team since the inception of the doctor recruitment program. Deeply committed to the human side of hiring, she specializes in elevating the applicant experience to ensure every candidate feels valued and engaged. Based in Sacramento, Stevie balances her passion for organizational culture with life at home alongside her husband and their Bernedoodle, Bruno.
